Υπό την καθοδήγηση του Ερευνητικού Κέντρου Alexander Research Centre, η Επιτροπή έθεσε ερωτήματα και έλαβε ευκρινείς απαντήσεις από τον Δρ Μιχαηλίδη για τον έλεγχο της διαφθοράς στις δημόσιες συμβάσεις που συνομολογεί το κράτος ή οργανισμοί του ευρύτερου δημόσιου τομέα με ιδιώτες. Ο Γενικός Ελεγκτής επεξήγησε τον τρόπο λειτουργίας της Υπηρεσίας και δήλωσε μη ικανοποιημένος από το γεγονός ότι σε αρκετές περιπτώσεις ανατίθενται συμβάσεις χωρίς τους κατάλληλους διαγωνισμούς, διαφάνεια ή «φωτογραφίζεται» στις προδιαγραφές η εταιρεία που κατόπιν θα κερδίσει την προσφορά. Απαντούσε σε ερώτηση της Επιτροπής που υποδείκνυε ότι διαπιστώνεται ότι η Κύπρος, με βάση τον πίνακα αξιολόγησης της Ενιαίας Εσωτερικής Αγοράς της ΕΕ είναι η χώρα με το υψηλότερο ποσοστό ανάθεσης σύμβαση με ένα προσφοροδότη μόνο.
Το περιεχόμενο της συνέντευξης του Γενικού Ελεγκτή θα συνδράμει την Επιτροπή στο έργο της να εξετάσει την αποτελεσματικότητα του νόμου, του ελέγχου της εφαρμογής του γύρω από το ζήτημα των δημοσίων συμβάσεων. Η Επιτροπή αποτελείται από τους φοιτητές Νομικής Λοΐζο Αντωνίου, Αντρέα Προδρόμου, Τζωρτζίνα Medwick και Αντρέα Vulcanescou, υπό την καθοδήγηση του διευθυντή του Ερευνητικού Κέντρου Κώστα Χριστοδουλίδη και του Ακαδημαϊκού Υπεύθυνου Νικόδημου Λοΐζου.
The Alexander College Student Research Committee has met today with the Auditor General of the Republic, Dr Odysseas Michaelides. Under the guidance of the Alexander Research Centre the Committee posed questions and received thorough responses by Dr Michaelides with regards to control of corruption in the framework of public procurement processes concluded by the wider public domain and private entities. The Auditor General stated that he is not satisfied by the fact that in a number of instances, contracts are assigned without an appropriate procedure of call for tenders or absence of transparency and even in some cases procurement somewhat pictures on beforehand the exact profile of a particular company that can meet the criteria set. The Auditor General was responding to a question posed by the Committee which indicated that according to the EU Internal Market Scoreboard, Cyprus has the highest proportion of one bidder only and performs unsatisfactorily. The content of the whole interview will assist the Committee to inquire the effect of law, the checks and balances of its implementation regarding the issue of public procurement.
Committee members are: Loizos Antoniou, Andreas Prodromou, Georgina Medwick and Andreas Vulcanescu, all LLB (Hons) students and is led by Kostas Christodoulides, Director of the Research Centre and Nicodemos Loizou Head of Academic Affairs.
